Whats wrong with my dogs fur?

ok...well i think that my little doggie chews on her few...soo its all "blotched" up like...well i cant describe them....the fur is just like seriously gathered and stuck together....how can i fix it...i give her baths but they still dont come out....is my only hope to cut it off???...please help thank u =]
