Question About GST Rebate Checks in British Columbia?

I have never been aware that BC residents over the age of 19 are entitled to receive GST rebate checks quarterly every year (as long as they submit a tax form). I've been a student for the past two years and have been away from home. I've been getting my parents to complete my tax form every April so am uming that the rebate checks would be sent to my home instead of my current residence. My parents have never seen one of these checks before issued to me. Any idea why this would be and who I should talk to? Also, is it legal for my parents to cash in these checks?
